Copper sulphate solution is regarded as a mixture because whenever solution come in the name of compound/mixture then there are two substance dissolved in it. The first is the solvent and second is the solute in it. While copper sulphate itself is a pure substance because the copper sulphate has copper and water and sulphur in fixed ratio i.e 5:1. 5 molecules of water and 1 molecule of copper and sulphur. It also can be broken down by passing electricity and through chemical processes. So, it is considered as a pure substance.
