Yes, cork cambium forms tissues that form cork. AS the stem continues to increase in girth another meristematictissue called cork cambium or phellogen develops in cortex region of stem. The phellogen cuts off cells on both sides. The outer cells differentiate into cork or phellem.

Yes cork cambium First time is formed by hypodermis but then after by secondary cortex.
now this cork cambium cell gets suberized( deposition of Suberian) form cork cell.
therefore the statement is right.
