• As food grains were introduced and widely adopted by the farmer in these states, irrigation became ever more important from the end of the 1960s. An initial agreement on mutual sharing of waters of the Ravi and Beas was reached by means of an inter-state meeting in 1955 when India was divided.
• Punjab and Haryana were created as successor states with the re-organization of Punjab in November 1966. The new Punjab-Haryana dispute surrounding Ravi-Beas water then began. Through these states flow four perennial rivers: Ravi, Beas, Satluj and Yamuna.
• Amid Punjab's protests at the 1976 Ravi-Beas Water Allocation Agreement further talks were held, including now even Rajasthan, and a new agreement was decided in 1981. This agreement met with opposition and a number of events led to the establishment of a court in 1986 to discuss the issue of the Ravi-Beas.
• Both states demanded clarification from this tribunal on aspects of the deal, but the center did not provide them. While (listed in the Government Gazette to award it final strength), the originalaward  prize had not been informed and has not yet been granted the status of a final, binding decision.
• Consequently, on 2 April 1986, the tribunal was set up. Within six months, it was to present its award, which was later extended. The Court examined various factors in Punjab and Haryana, including the geographic area, basin region, cropland area, water requirements, population density, area with arid zones, rainfall, and more since the main dispute emerged over the distribution of waters from Punjab to Haryana.
