Hi the answer is option C.
If the lengths are in the ratio 1:n , then the volume will be in the ratio of
1:n^3 because volume = length ^3 quantity.
Therefore,
Volume of smaller can = volume of larger/2^3
= 413.6/8
= 51.7

I've assumed, that the cans are in the shape of a cylinder. Since, all the corresponding linear measures are in ratio, this can also be determined (found) by choosing any other shape instead of a cylinder.
Hope this helps.....
