Actually the correct sentence must be 'The bag is too heavy to be lifted.' This is 'too+adjective+to' structure. This structure is used to convey the 'negative' meaning of the sentence. For example, although the above written sentence appears to be a statement, yet it has negative connotation. The sentence actually means the bag is so heavy that it can not be lifted.
