Explanation:

By the time the world woke up to this crisis, here in Chennai, we were already paying a heavy price. Literally.

Nearly four years ago, as Chennai was hit by horrific flooding that drowned many parts of the city. My family was among those who suffered heavy losses. The toll suffered by the city and its people led me to begin researching the reasons for the disaster. Three-and-a-half years later, as my book, Rivers Remember, readies for launch, Chennai is going through a water shortage that has left people paying exorbitant amounts for tankers and forcing institutions to temporarily shut down.

The irony is particularly cruel.

Answer:

Explanation:

The floods and droughts both are the natural calamities related with water. The drought is a water crisis in which the region does not posses enough water necessary for the survival of the living beings. It is associated with the lack of annual rainfall, soil erosion, conditions of desertification and others.

The floods is the condition in which the normal level of the water in the water body exceeds result in the overflow of water in the terrestrial region causing huge damage of agriculture, properties, and lives.

The floods in November-December 2015 generated in Coromandel Coast region of the South Indian States  affected Tamil Nadu and Andhra Pradesh. The affected regions experienced the scarcity of the food items such as milk, vegetables, and even water. Milk packets were sold at a price of rupees 100 which is five times more than the usual cost of milk. Fuel supply was also affected. Travel and transportation was also hampered.
