Corruption is the biggest enemy of development. Nowadays you can't get any work done with paying under the table. Rich people may not find it annoying but the poor who sleep hungry half the days, are left with no choice but to ignore their hunger and pay with the money they were supposed to buy food. If think wisely then we will realise that corruption exists due to our laziness and restlessness. If everyone one stops paying under the table then corruption would automatically stop and if we report the corrupt officer it is less likely to ever happen again. It's us who promote corruption. This must be stopped for the development of our nation.
