Answer:

First of all as you correctly point out we can only control corruption in Nepal, it cannot be eliminated but it can definitely be reduced a lot. Few things i will say.

  • Strong laws and its implementation: We need strong laws for corruption to deter people. Right now even if you are involved in corruption of crores or arabs you get a maximum of 2 years and small fine which is ridiculous, no wonder corruption has flourished in Nepal. We need to have strong punishment like 10 years or more and large fines. Implementation of laws is also necessary.
  • Transparency: Another important thing. A lot of corruption happens when ordinary people go to a Government office and may have to pay a bribe to get things done. So let's digitize it, make forms online and transparent as well. This can reduce corruption.
  • Attitude of ordinary people towards corruption also needs to change. Often we have people who pay bribe to get things done fast, this needs to change.

These are just some things that need to be done. I'm sure there are many other things that can be done as well to control corruption.
