Cotton has large number of pores, in which air is trapped. Hence reducing its density and increasing the volume. Therefore cotton floats on water. But when these pores get filled with water it starts sinking.

OR

cotton has a porous structure, the air gets trapped between the pores making overall density of the cotton less then the water hence the cotton floats on the water. when the water replaces the air the pores, the density increases and the cotton sinks.

HOPE THIS HELPS YOU

MARK IT AS BRAINLIEST PLEASE
