Could a radar pulse be considered particular in nature?

It's not just a single continuous frequency. ... Radar waves are electromagnetic waves and most of them operate at microwave frequencies around 10 GHz to 100 GHz. The pulse-nature ofradar transmissions does not justify calling them “particles”, although they are sometimescalled “wave packets”.
