Factor  of

4 =  1  2 , 4      ( number of factors = 3   which is odd)

9  =  1 , 3 , 9     ( number of factors = 3   which is odd)

25  =  1 , 5 , 25     ( number of factors = 3   which is odd)

49  =  1 , 7 , 49     ( number of factors = 3   which is odd)

Hence number of factors for perfect squares are odd

as square number always have one factor as a * a

so that pair has only one factor
