Explanation:

Dress codes, or rather uniforms, are a medium to maintain discipline in schools. That kind of age is a stage when disciplinary nurture is justified. However, when a student reaches junior college, keeping dress codes is not necessary on the very basic ground that this is the period of transition and studies prove that in this age, one ceases to find themselves in a state where they are uncertain. Holding them inside shackles, therefore, is not justified when they need to practice with their own conscience to eradicate their uncertainty.

Given the fact that they are now on the verge of becoming adults, they should be allowed to practice their appearance preference freely. There already are laws regarding the wearing of clothes, so no ‘social rules’ will be broken. In addition, if someone is worried about what clothes a girl should wear, then the thoughts of the beholder need to change, not the clothes.
