Sir John Seeley was a British historian who considered the English people as elite. He was surprised to see the English behave irrationally in Asian colonies. Another historian Douglas Peers believed that cultural practices of the British and their diplomatic handling of political affairs exhibited elite thoughts of the 19th century. Joseph Chamberlain extended the idea to other European countries.
