Explanation:

The property to conduct electricity comes when an element has free electrons especially in case of Metals. But in covalent bound compounds the electrons are bonded. so there is no electrical conduction. For eg non metals, diamond etc. But note that Graphite is a covalent compound of carbon but still conducts electricity because it has free electrons.
