Cows and buffaloes are seen chewing even when they are bit grazing or eating anything

It is due to the process called rumination i. e. the animals like cow and Buffalo seems to chew when they are not actually eating because the food is in the when intake is half chewed which is called cud and it comes back in their mouth as it contains cellulose in it. It comes back so that it can be digested in their body.
