They are the ones who bear the most pain while cleaning chimneys of their soot yet very few people understand the pain that they go through each day.
It is also a metaphor directed at the church and all the atrocities that were committed by it.
The chimney sweepers are poor souls whom many people also tried to exploit for their use.
