The pluralist theory of sovereignty was a reaction to monistic or legal theory of sovereignty. To monistic theory state is supreme association and all other associations are he creation of state and their existence depends on the will of the sovereign power. Pluralism is a theory that centers on the idea of how power is distributed. The pluralist model indicates that power is distributed among many groups. These groups may include coalitions of like-minded people, unions, professional associations and business lobbyists. He is regarded as the greatest exponent of the Monistic theory of sovereignty.It is called the Monistic Theory of Sovereignty because it envisages a single sovereign in the state.The sovereign may be a person or a body of persons.
