The policy of Delhi sultans towards deccan and south India was purely based on economic motives.  They wanted to earn and collect wealth from this area and the kingdoms were supposed to pay the taxes to Delhi Sultanate.  

Troops were posted in some towns on South India but the administration was not directly led by Delhi. The distance of the Southern States from Delhi also earned such a policy to be followed
