The answer is Curzon divided Bengal because he wanted to have good administrational control over Bengal and Orissa.  According to contemporary historians, the idea of the Bengal partition had been brought up only for the administrative benefits.

Therefore, Curzon planned to split Orissa and Bihar and joined fifteen eastern districts of Bengal with Assam. The eastern province had a population of 31 million, most of which was Muslim with its centre at Dhaka.
