So, although Russia became USSR, a Soviet republic, the people were discriminated based on the social status and other factors like speaking Russian etc. The Russian speakers had dominated the ethnic groups and the entire territory of the Soviet Union was "russified" with Russian talking people.
So, the term 'prison house of the nations' was used which was more of a prison to the people living there than it was ever even during the times of the Old Empire.
