Reason:   4 groups (k),  hence degrees of freedom is k-1 = 3

                total sample = n = 44, thus degree of freedom is n-k = 40.

From F statistic table,  F critical at (3,40)  = 2.84.

Since calculated value is less than critical value ( 2.33< 2.84), we conclude than F lies in Acceptance region.

Thus any value which lies in acceptance region (outside 5% significance region) must have probability > 5% (or 0.05). Hence option C
