When a litmus paper was dropped into 2 ml dilute HCI, The litmus paper turns red, with the additional of 2 ml dilute HCI, the concentrated NaOH, The litmus turns from red to blue.

This is because the added NaOH neutralized HCI and forms salt and water. Since, NaOH is concentrated solution will contained additional amount of base (NaOH) which will turn red litmus paper blue.
