government is a group of people who govern a community. It sets and administer public policies and exercise executive and political powers through laws, customs and institutions within a STATE. State refers to political institution that represent a soverign people who occupy a definite territory.

so in my words i simply say that a governemet works and helps a state while a state is where they do their work.
