Explanation: I'd like to take an example of village gram panchayats which act as democratic institutions at local level.

In villages, people gather around once a month and discuss their problems. They all state their opinions and try to understand others' opinions. Finally, the majority's opinion is taken care and implemented. Also, when elections are going on, the people vote for their favorite aspirant and the one who gets the maximum number of votes becomes the sarpanch. Other members of the panchayat are elected by the sarpanch himself/herself. Likewise, in the whole country, elections take place and people's opinions are taken into account. This is democracy. In words of Abraham Lincoln; Democracy is the rule of the people, by the people and for the people.
