The main reason behind the phenomenon is that the starting of the month October is the end period of most of the South West and North East monsoon. During this time the regions around the East coast picks up the moisture from the Bay of Bengal and the typhoons from the Malay Peninsula that enters the waters of Bay of Bengal. The moisture pickup leads to the low pressure buildup just because of the favorable condition that is provided by the Bay of Bengal like temperature.
The low pressure and the moisture pickup lead to frequent storms with heavy rain in this region. Places like Chennai, Nagapattinam,, Southern parts of Tamil Nadu, West Bengal and Orissa are the cities that are facing more damage in this region.
