The atomic number of Chlorine is 17 than means there are 14 protons inside a chlorine nucleus. But depending on the number of neutrons in the nucleus, there are 3 isotopes available in the nature ie Cl35, Cl37, and the most stable Cl36. The atomic mass of any isotope is individually less than the mass number of the isotope. Mass number represents the number of neutrons in the nucleus where atomic mass is the exact mass of the nucleus.
For every atom, the atomic mass of any nucleus is less than the sum of individual masses of protons and neutrons. The difference in mass gets converted to energy and binds the protons and neutrons inside the nucleus. This difference of mass is known as mass defect.
In this case the atomic mass weighted mean of all the three isotope thus has nothing to do with the number of neutrons in side the nucleus.

ISOTOPE :Isotope is an element having same atomic number but different mass number
If an element has 2 isotopes then the 2 isotopes will have 1u difference in mass number.So let consider mass of A =x and B=x+1
then average =35.5=(x+1+x)/2
=> 71=2x+1
=> 70/2=x
x=35
so mass of A=70
B=71
