Answer:

Dattebayo has not an exact meaning. It is something like words "so" or "well" in English. Naruto uses it to underline his character and his way of speaking. In English version he uses "Believe it" instead of dattebayo which is kind of nonsense too.

Answer:

-yo is an informal word meaning I tell you and comes off as arrogant. Basically it translates (nonsensically) to If in that case, it could be, I tell you! When Naruto says this, any Japanese person sees him as a know-it-all fool. Meaning of Dattebayo and Definition of Dattebayo.
