If I'm correct, it is from one of the poem by Ted Hughes, sorry for I cannot remember the name. Anyway, the meaning of 'dead still blast' is that, the dead which we've lost still stirr within our hearts. They might be dead materially, but they're alive still, spiritually inside us.

Hey mate!!! If I'm correct, so it might be the Moon Wind poem by Ted Hughes.
So according the poet or you can also say poem too, Dead-still might mean to 'absolutely without movement' and Blast might mean to 'a strong gust of wind'....
So according to me, all together might mean - 'absolutely without a strong gust of wind movement' .
