Mr Chairman Sir, Honourable Members of the Opposition and the august gathering present in the house, it is absolutely incorrect to say that CBSE supports bullying. It is my privilege to speak against this untrue statement.
Neither the board nor the schools support bullying, which is an inhuman act practiced by a human being against another member of his species. It is illegal and the perpetrator may even be punished under the prevailing laws of the land.
Bullying refers to the act of a stronger or more influential person to harm or intimidate those that are weaker. Among children, it is sometimes a problem in school or in a residential area. In school, the teachers and administrators ought to keep an eye on such children, elsewhere parents and other older people should take care to notice incidences of bullying if they occur around them. Bullying could affect both the intimidator and the intimidated; while one could develop a feeling of superiority, the other could develop one of inferiority. This could lead to psychological disorders. Hence, both the bully and the victim would require counselling.
In schools and residential areas, both the children and their parents need periodic counselling as a preemptive measure to check acts of bullying.
The CBSE board gives clear directives to its affiliated schools regarding bullying and would not hesitate to act sternly if such cases are reported to them or detected by them at any point in time. Outside the school, the children should be told to report such cases to the parents. The parents should either report it to the class teacher or bring the matter to the notice of the principal. Parents - Teachers meetings are good opportunities to discuss the issue threadbare.
In view of what I've said it is not fair to malign the board by making a false statement. Therefore, as the motion does not pass the test of truth, it should summarily be defeated.
