I would guess that among cops the average intelligence is noticeably higher than the average among criminals. But the standard deviation in intelligence is much, much higher among criminals.

That is, if you plotted the intelligence of cops on a graph, most of the data points would congregate closely around the cop-average (e.g. 104 IQ). If you plotted the IQ of criminals, most would be below that — often well below that — but the data points would be scattered freely from moderately retarded to near genius.
