cleanliness is definately a pure responsibility of citizen. Citizens are the one who cause garbage and waste material. They themselves should know the responsibility towards cleaning their own created wastes and should dispose off wastes properly. They should know that this wastes of their own can cause diseases and effects a whole society living near  that garbage.
Citizens can do cleanliness in their own of their surrounding that will help in creating a healthy society and eventually healthy nation. .
