Imposing Higher Fines for Traffic Rule Violation Will Lead to Better Road Discipline - Debate

Traffic everywhere around the world has increased manifold in the last one decade. With several more vehicles on the road and limited space to widen roads in several cities and towns, traffic congestion is creating lot of inconvenience to the commuters as well as increasing pollution everywhere.

Added to the congestion, people do not follow rules and violate them and this is leading to many other problems like wrong parking, accidents, speeding, pollution, congestion, and other inconveniences. While some feel imposing higher fines would reduce these violations to a considerable extent, others feel that there has to be a change in the attitude of the commuters.

Let us see both sides of the coin:

Pros:

a) In several countries like Singapore, United States of America, higher fines for traffic violation has reduced indiscipline on roads.

b) It is human tendency to violate rules in the absence of punishments and fines. People are unruly and undisciplined by nature.

c) Many people don't like being caught for violating rules. Hence they will be more careful if strict imposition of rules is followed.

d) Higher fines are sometimes difficult to pay. Hence people will be more careful.

Cons:

a) Some people don't care about fines and still violate rules.

b) Changing people's attitude and making them responsible for their civic duties is a better solution than imposing higher fines.

c) Many times traffic police are unaware of violations as several roads are not monitored properly. So even imposing higher fines is not going to benefit.

d) Traffic police department is understaffed in several towns and cities. If the roads are monitored regularly, even with minimum fines, there will be a lot more discipline on the roads.

e) Roads have to be laid properly. Roads which are dug up with potholes add to the woes of traffic. These have to be first repaired.
