debate-whether water is common resource or not?

yes water is common resources, without water there is no life on earth . all the living beings need water for their daily need such as washing clothes , cooking food etc....... not only we need water plants also need water without water plants could not live and without them we could not live . now a days due 2 more population there is scarcity in water in small villages . if we donot waste water we can save water .we can get water easily but specially the birds and some of the animals could not get water easily .
