Hyyy.... Here is ur answer....  India is a vast country and cannot be run only two tier system. States of India are very large and internal very diverse. States in India are as large as independent countries of Europe. Fedral power sharing in India needs another tier of government below that of the state government. Thus, there is a need of for power sharing within each state. When is taken away from Central and state government and given to local government is called decentralization. The basic idea behind decentralization is that there are a large number of problems and issues which are best settled at the local level. A step towards decentralization was taken after the amendment of constitution in 1992. The different provisions are:- - It is constitutionally mandated to hold regular election to government bodies. - Seats SCs, STs and OBCs. - At least one third of all position and reserved for women. - The State Election Commission(SEC) has been each state to conduct Panchayat and municipal election.  Hope it helps Mark me as brainliest Thanks....

When power is taken from central and state government and given to local government it is then called decentralisation of power.
