1) convert the fraction in its lowest term

2) do prime factorization of the denominator

3) if any factor is other than 2 or 5, it is a non terminating decimal

Prime factorization of 64= 2 × 2 × 2 × 2 × 2 × 2

As the factors are only 2, it is a terminating decimal.
