Planning comes before decision making. For example, you want to go on a trip. So at first you start planning the basics like when do you want to go, whom do you want to take along with you, what are the destinations, what are you gonna carry based on that , etc.

So, at first you plan out the whole thing and based on that you conclude or make your decision if the place or the weather is suitable or if the people you are taking along with you wants to visit all those places.

Planning is the first step and decision making is the executable step.
