In non democratic contries people's opinion is not taken into account i.e. all the decisions are made by the rulers of the country and people have no say in changing or modifying the decision. Thus decision making is fast. While in democratic countries it is bounded by law to take into account the opinions ,needs and demands of the people while decison making. Hence in democratic countries thorough decision making takes place and hence is time consuming
