In local government, the administration of a locality is looked after by the officials appointed by the State which includes patwari or policeman or the village chowkidar, and the village postman. Local self-government consists of elected representatives. Officials in a local self-government are paid a salary. Local self-government representatives receive grants for their activities like sanitation, providing elementary education and settling disputes. The officials of local government provide certain services to the village people and do not have any say in the management and administration of local affairs. In a local self-government, local people govern themselves.

The local self-government institutions play an important role in the functioning of democracy at grassroot level.
