Because bears eat both plant products and animals also. As we know that, the animals who eat both plants and animals are called omnivores. Hence, bears are omnivores.

Deers are herbivores as they only eat food from plants,(grass) and are vegetarians while bears are omnivores as they eat flesh of other animals and plant items as well.
HERBIVORES-PLANT EATING ANIMALS
CARNIVORES-FLESH EATING ANIMALS
OMNIVORES- WHO EAT BOTH
Hope it's help
