These both are literary device used in poems.
Synocdoche is substitution of a part to stand for a whole or the whole to stand for a part.
Eg "The hand that mocked them"
Anastrophe is inversion of the normal order of word on sentence.
Eg "well those passions read"
Normally it will be read those passions well.
