Any object is said to be at rest if it doesnot change its position with respect to surroundings.
Any object is said to be in motion if it changes its position with respect to surroundings.
These terms are called relevant because an object can be at rest with respect to one person but it can be in motion with respect to another person.
Eg.If two trains are moving alongside each other than one trains seems to be in motion for a person standing on the platform but it seems to be at rest for the people travelling on another train,this is also called relative motion.
