When light travels from air to another transparent medium 'm' , the refractive index of m with respect to air is called the absolute refractive index of medium 'm' .
μ = Speed of light in air/speed of light in medium
=> 4/3 = 3 * 10^8/ speed of light in water
=> Speed of light in water = 3 * 10^8/1.3
=> 2.30 * 10^8 m/s
