Active citizen:- they were the people who have right to vote and the people who come under this category should be able to pay taxes equal to 3 days of wage of labour. There were about 4 million people considered as active citizen out of 28 million.


Passive citizens:- they were the people who don'ts have right to vote. Generally men,women, children,and youth below 25 years of age comes under this category. There were about 3 million people of passive citizens
