if all forces acting on a body adds upto to zero then the body is set to be under balanced force.if there is a net force acting on a body, then it is said to be under unbalanced force.
yes, a body can move with non zero velocity if no net force acts on it if it already has some velocity. it is because according to newton's first law, body will keep moving unless external force acts on it.
