Clouds move as a result of the wind carrying a parcel of cloudy air along. Wind occurs at every level of the atmosphere from the ground all the way up to a level higher than a jumbo jet can fly. There is sometimes no wind on the ground, however; cirrus clouds very high up can be seen moving because of the wind where they are.
