Define fine and Penalty.

Fine is imposed as punishment of wrongdoing whereas, penalty is imposed when one is supposed to do or not to do a particular act but if he still does so then penalty shall be imposed on that [person.

For eg. if you violate the traffic laws you are charged with fine but on the other hand, if you do not pay off your electricity bills on given due date then penalty shall be imposed on you.

Fine:

Fine is imposed as punishment for any kind of crime or wrongdoing. For example, you are driving on the road and break any traffic rule. Then you have to pay the fine because you committed a crime.

Penalty:

Penalty is imposed on you when you are supposed to do something and you do not do. For example, you always need to pay bill before due date. If you do not do so you will pay some extra money as penalty.
