Hunds Rule :

It states that pairing of electron doesn't take place until all the orbitals in the same shell are singly filled.

Half filled and fully filled electronic configuration is always extra stable due to symmetry and high exchange energy as a result in both chromium and copper one electron from 4s orbital is transferred into 3D orbital to attain extra stable half filled and freely filled electronic configuration respectively.
