This is because of inertia.
A carpet when lying on floor absorbs dust from its surroundings.  This dust remain on its surface.  Later when we beat this carpet the dust particles due to the property of their mass come out.  Just think of a simple event when u r travelling in a bus and when sudden brakes are applied u move forward.  Similarly when  we beat the carpet the carpet moves back but the dust particles don't move to such an extent and come out.  The property by virtue of which an objest resist change in its state of motion is inertia. This simply works here.

an object tends to be in rest or motion until an external unbalanced force is acted upon it is called inertia.carpet is beaten with stick the carpet come in motion and the dust remains in rest due to inertia of rest and hence it come out
