Non terminating decimals are the decimals which do not terminate like for example 5/2=2.5 is a terminating decimal as it terminated(ended) on number 5 but decimals like 1/3=0.33333 is a non terminating decimal to be more accurate it is called as non terminating repeating decimal as 3 is getting repeated and isn't terminating. They are represented by a bar on the top of the repeating no. like 3 here in 0.3.

Hope it helps.
