it state that electric current passing through the conductor is directly proportional to the potential difference across the conductor .

the potential difference across 2 points of a given metallic wire in a electric circuit is directly proportional to the current flowing through it. this is ohms law

to remove proportionality sign we add a constant R(resistance)
hence
